SSEN is proposing two new substations as part of their Kintore to Tealing OHL. Although the planning application for the OHL will be decided by Scottish Ministers, the substations are subject to separate planning applications to the Local Authorities. Without substations, the OHL could not proceed.
SSEN has now submitted planning applications as follows:
- “Hurlie” (located in Fetteresso Forest) – Aberdeenshire Council
APP/2024/1951 | Construction and Operation of 400 kV Air Insulated Substation, Formation of Associated Earthworks, Access, Drainage, Landscaping, Security, Creation of Temporary Construction Compounds and Set-Down, Equipment and Materials Storage Areas | Land At Fetteresso Forest Stonehaven Aberdeenshire AB39 3UX - “Emmock” (located in Tealing) – Angus Council
24/00431/EIASCO | Construction and operation of a 400kV AC substation, and the associated undertaking of earthworks, the formation of platforms, landscaping, means of access, means of enclosure, site drainage, temporary construction compounds and other associated operations | Field 500M South West Of Balkemback Farm Tealing
Any member of the public can submit objections to these applications online on the Council websites. Objections to Hurlie may also be sent by email to planningonline@aberdeenshire.gov.uk
The deadline for Hurlie is 18th January 2025 and the deadline for Emmock is 31st January 2025.
Deeside Against Pylons and Save Our Mearns have created template objections letters which can be personalised and then submitted via the relevant Council’s planning website.

SSEN held a third round of consultation events in October 2024 to gather views on their refined OHL routes and detailed alignment options. The deadline for responses has now passed.

What is the project timeline going forward?
- SSEN’s timetable for consent has slipped again. They now expect to lodge the planning application to the Energy Consents Unit (Scottish Government) by the end of 2025 with a decision made in 2026.
- Construction period is still declared to be 2026-2030.
